Air pollution: small off-road engines.

Bill Text - AB-1346 Air pollution: small off-road engines.

"one hour of operation of a commercial leaf blower can emit as much ROG plus NOx as driving 1,100 miles in a new passenger vehicle." - AB1346 Sec.1.a.2

"For the best-selling commercial leaf blower, one hour of operation emits smog-
forming pollution comparable to driving a 2016 Toyota Camry about 1100 miles,
or approximately the distance from Los Angeles to Denver."

VERIFY: Is pollution from a leaf blower equal to a cross country drive?
Liza Lucas verifies this claim.

"'If you look at the unburnt hydrocarbons you find that this leaf blower in 30 minutes of operation...is, in fact, emitting more hydrocarbons than driving an f 150 or any light-duty pick up from New York City to Los Angeles,'  Leamy said.

But considering other types of emissions, Leamy found a different result.

'Carbon monoxide and nitrogen oxide...those are far far greater in driving your pickup truck from New York City to LA,' he concluded."

It seems to me that data is being used in a bit of a one-sided way here.  I agree that constant improvement and innovation must be encouraged and promoted by government, but as usual, the sweeping way in which it is being done predicated upon data that may or may not indicate the claimed problem, is not the best approach to solving problems of these types. I mean are we really to believe that we now have the technology to create an economical zero-emission (and low-carbon footprint) electrical generator that will be practical? I sorta keep my ear to the ground on tech-related issues and I have no knowledge of any such technology. Unless all electrical generators will be propane/natural gas or some other very clean burning fuel.
